PROBLEM TO BE SOLVED: To enhance the digestion efficiency of organic sludge by sufficiently enhancing the concentration of the sludge in an anaerobic digestion tank without concentrating organic sludge charged in the anaerobic digestion tank to dispense with the heating of the anaerobic digestion tank and to enhance the decomposition efficiency of organic matter to efficiently decompose sludge without generating undigested sludge. SOLUTION: Mixed raw sludge is anaerobically digested in an an aerobic digestion tank 6 and anaerobically digested sludge is concentrated in a centrifugal separator 8. A part of concentrated sludge is returned to the an aerobic digestion tank 6 as it is and the remainder thereof is solubilized in an ozone treatment tank 9 to be returned to the an aerobic digestion tank 6.
