PROBLEM TO BE SOLVED: To provide a device for inserting a shaft into a plate member to insert both the shaft and the plate member without bringing the plate member into contact with the shaft. SOLUTION: A recess 27 having the diameter larger than the diameter of the shaft 3 which is smaller in diameter than an insertion hole 1a, held by a holder 7 and inserted in the insertion hole 1a is provided in a holding body 6 to movably hold the plate member 1 with the insertion hole 1a for inserting the shaft cut therein in the plate surface direction, a primary adjusting means to preliminarily adjust the movement of the position of the plate member relative to the holding body 6 is provided in the recess 27 so that an inner circumferential edge of the insertion hole 1a is not protruded from the inner circumference or the inner end of the recess 27, and a secondary adjusting means to adjust the center position of the recess 27 and the shaft 3 in a fittable condition in fitting the shaft 3 into the insertion hole 1a in the plate member 1 is provided.
