PROBLEM TO BE SOLVED: To provide an unfair operation preventive device capable of securely preventing the unfair operation of a game media counter by a player, an inside person such as an employee. SOLUTION: A shutter mechanism 2 is mounted in a game media counter 1 for covering the whole or an important part of the game media counter 1. A finger print discrimination device 14 or a transmitted code discrimination device, or the like, are connected to a shutter control part 12 so that only a registered person can open the shutter mechanism 2. Therefore, a player cannot use the game media counter 1 unless the player calls an employee, and the like, and since the history of the use by employees is kept as data, the unfair operation by an inside person such as an employee can be also prevented.
