摘要 PROBLEM TO BE SOLVED: To solve the problem in which time is required and cost is increased in the initial setting and measurement of a GPS receiver in conventional devices, in an application-property in-advance investigation of a construction-machinery operating control system using a GPS. SOLUTION: There are provided a photographing means, using a fisheye lens for photographing the sky from a plurality of arbitrary spots assumed as the positions of the reception of signals from a GPS satellite on a field, on which the adoption of the construction-machinery operating control system using the GPS are intended to be tested, and a control means, to which each sky photographed image 4 photographed at each spot is input and which processes the images, are provided. The control means computes ratio of obstructions, such as mountains 7, trees 8 or the like existing in regions 6 (circular regions surrounded by elevation-angle lines 5) at a fixed elevation angle or higher on each input sky photographed image 4 at each spot, decides on evaluation as to whether the system using the GPS can be applied at each spot on the basis of the rate, and outputs the result of the decision.
