PROBLEM TO BE SOLVED: To provide a transmitter and a receiver, that relieves a load of operations of a velocity converter and the receiver so as to fully, bring out the performance of the receiver and the velocity converter by eliminating the need for re-description of PCR information in velocity conversion of a transport stream(TS), in the case of transmitting a BS digital broadcast having a plurality of transport streams through a CATV transmission line. SOLUTION: This transmitter is provided with a velocity conversion means that outputs a transport stream, on which null packets for transmission data velocity matching are multiplexed, in order to uniformize digital data of a transport stream form in time series.
