PROBLEM TO BE SOLVED: To reduce the number of batteries and to eliminate necessity to prepare a commercial power source by suppressing power to consumption eliminate necessity to turn all terminal equipment into a standby state at all the time. SOLUTION: Terminal equipment 14 is composed of a tap water meter 17, a motor-driven valve 18 and a radio transmitter 15 and the said radio transmitter 15 is provided with a means for storing the time to wait communication from center equipment and the data of time and opens/closes the said motor- driven valve 18 after receiving transmission from the center equipment side to the terminal equipment side.
