PROBLEM TO BE SOLVED: To easily perform setting and to detect abnormality on a transmission line, while including network transmission line equipment without damaging reliability of monitoring. SOLUTION: This system has a monitor and control device data file 6, to which each of related information is set on the basis of a unique ID applied to a monitor and control device, and when the monitoring instruction, which contains the ID of the monitor and control device is issued from the outside, an abnormality-monitoring processing means 5 discriminates the presence/absence of abnormality occurrence by providing the related information from the monitor and control device data file. The related information is composed of monitor setting item data and operating state data, corresponding to these item data, and when the operating state data are not written, the abnormality monitoring processing means deems it as being an abnormality. Further, this system has a setting registering processing means 7 for reflecting the monitor and control device data file with a change or addition, when that change or addition of the related information is instructed.
