PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor having high hardness and good potential characteristics which does not produce deviation in the film thickness due to wear caused by repeated formation of images, to provide an electrophotographic photoreceptor and a method of producing that photoreceptor with which good images can be obtained even for repeated use, and to provide an image forming device and a process cartridge using that photoreceptor. SOLUTION: In the electrophotographic photoreceptor having at least a photosensitive layer and a resin layer in this order on a conductive supporting body, the photosensitive layer consists of one or more layers and the ratio of the decrease and wear rate (V1) in the film thickness of the uppermost layer of the photosensitive layer to the decrease and wear rate of the film thickness (V2) in the resin layer satisfy the relation of 0.01<=V2/V1<=0.5. The deviation of the film thickness in the image forming part of the resin layer is <=1μm.
