PROBLEM TO BE SOLVED: To expand the opportunity of utilization of a card for the settlement of net accounts by selling the card practically on deferred terms with an automatic vending machine while reducing danger of crime. SOLUTION: A personal code number and the number of a telephone owned by a user are accepted by a new issue utilization account settlement managing center 10 and the user of an account settlement card 1 is registered. When selling this account settlement card 1 with an automatic vending machine 5, a buyer is made to input his/her personal code number and telephone number, these numbers are transmitted through a communication line to the new issue utilization account settlement managing center 10 and the identity of the registered user is confirmed. The charge of account settlement card purchase is settled together with the call tariff of the buyer telephone number in a call tariff account settlement center 20. Each time the sold account settlement card is utilized for paying charges, a card ID printed on the card and the charges of utilization are transmitted to the new issue utilization account settlement managing center by the communication line, a usable amount held in this new issue utilization account settlement managing center is subtracted corresponding to this transmission, and accounts are settled. |
