PROBLEM TO BE SOLVED: To effectively ground a metallic cabinet, while suppressing an impact due to electrostatics and the generation of a high voltage. SOLUTION: A metallic front cabinet 12 is provided in front of a CRT 11 of a TV-receiving device 10. An electrical discharge path 20 is provided between the cabinet 12 and a ground part GND. The path 20 has a 1st parallel circuit 23, composed of a 1st resistance 21 and a discharge tube 22 and a 2nd parallel circuit 26, composed of a 2nd resistance 24 and a high-voltage capacitor 25. The circuit 23 effectively discharges voltage generated at the cabinet 12 side, also suppresses the sudden flow of current and reduces an influence by electrostatics. The circuit 26 also has a function, that converts a high voltage pulse generated at the part GND side into a low-voltage level as far as possible, to make the voltage escape to the cabinet 12 from the tube 22.
