PROBLEM TO BE SOLVED: To increase the practical number of bicycles that can be stored without increasing the physical number by storing the entering time of each user and determining charging to a prepaid card according to the difference between exiting time and the entering time. SOLUTION: The prepaid card is used which provides the right for use based upon, for example, a parking frequency, the prepaid card is charged on a parking frequency basis, and the packing frequency is determined according to the difference between exiting time and entering time. An entry management part 60 stores each card number, entering time, a stored palette number, and an in-palette address. A charging process part 64 finds parking hours from the difference between the entering time stored on each card by the entry management part 60 and exiting time determined when an exiting command is received from a card reader writer 34, and then divided by parking hours of single parking such as six hours and five hours to determine a parking frequency to be charged. Consequently, one parking space can be doubled for, for example, nighttime and daytime. |
