PROBLEM TO BE SOLVED: To provide a data transfer control system and a data transfer control method by which a time required to transfer all data stored in a transmission queue can be reduced and to provide a recording medium recording this method. SOLUTION: The data transfer control system where a transmission terminal 101 distributes data through a logic channel corresponding to a group of a reception terminal group to a reception terminal, consists of a 1st channel 111, a 2nd channel 112, a transmission queue monitor section 104 (utilizing channel number discrimination means 1041) that decides the number of channels in use and a maximum transmission rate on the basis of information with respect to transmission wait data stored in the data transmission queue during transmission of data, and a distribution section 105 (data sorting section 106 that controls data transmission in the 1st channel 111 or the 2nd channel 112 on the basis of the decided number of channels and the maximum transmission rate.
