PROBLEM TO BE SOLVED: To provide a video composting device, which does not perform reduction and expansion processing that changes the resolution of a sub screen video signal by uselessly performing reduction and expansion processing, when there is no disturbance in the display of the sub screen video signal by performing the processing, only when the reduction and expansion of a sub screen signal are decided as necessary even in the compositing of a main screen signal and the sub screen signal where the number of scanning lines are different. SOLUTION: When it is judged that all of the display area of the sub screen video signal cannot be displayed from the ratio of the number of horizontal synchronizing signals in the main screen video signal to the number of horizontal synchronizing signals in the sub screen video signal, the sub screen video signal is converted into the same number of lines as the number of main screen video signal lines by performing vertical compression.
