PROBLEM TO BE SOLVED: To solve a problem such that the line use rate cannot be grasped by an information terminal like a personal computer PC in a system using a dial-up router. SOLUTION: A dial-up router 1-1 is provided with a transfer data volume measuring part 12 which measures the data volume of data passing between an ISDN interface 11 and a LAN interface 13, a storage part 15 where the data volume measured by the transfer data volume measuring part 12 and time information are temporarily stored, and a traffic information generation part 14 which calculates the line use rate for a certain time in accordance with the data volume and time information stored in the storage part 15 to make a packet, and application software like a browser to receive and display line user rate information, time information, etc., sent from the dial-up router 1-1 is provided in PCs 4-1 to 4-5.
