PROBLEM TO BE SOLVED: To control an operating section which recognizes inputted voice and changes its operation or the state according to a recognition result so that the section provides an operation that is close to the desire of the speaking person. SOLUTION: The device is provided with an operating history storage means 5 which stores the history of past operation commands and an operating amount storage means 6 which maintains reference values used to determine the amount of operations or the amount of changes of the state of the section 4. An operating command determining means 3 compares the voice recognition result obtained from a voice recognition means 2 and the operating history stored in the means 5. When the voice recognition result has the same meaning as the past operation command or has an opposite meaning, the amount of operation or the amount of change in the state are increased or decreased with respect to a normal state so that an operating command that is close to the desire of the speaking person is transmitted to the section 4.
