PROBLEM TO BE SOLVED: To provide a mobile object cutting out device which stable generates a background image without being affected by the slow movement and temporary stop of a mobile object and little by little fluctuation of an image value due to noise and can appropriately cut out only the image of the mobile object. SOLUTION: A singular data eliminating means 3 eliminates pixel values whose deviations from average value are large as singular data, a background image is compasited from an approximate expression representation parameter obtained by calculating an approximate expression approximating the fluctuation of the residual pixel values and a frame number, a background difference calculating means 9 calculates a difference image from the background image, a differential main component calculating means 11 calculates a differential main component vector by analyzing the pixel of the difference image, the component of a differential main component vector direction is eliminated from the difference image, and a mask leaving a place where the residual components are large is applied to each frame of input video and only mobile object video is cut out.
