PROBLEM TO BE SOLVED: To maintain adaptability to a communication service where an outgoing channel requires a larger transmission capacity than that of an incoming channel while the C/I of the incoming and outgoing channels is kept nearly the same. SOLUTION: The incoming channel consists of wireless channels each having a small capacity consisting of many frequencies and the outgoing channel consists of wireless channels each having a large capacity consisting of a few frequencies. For example, when a consecutive frequency band of 180 MHz is given for an assigned frequency band, four frequencies (fd1, fd2, fd3, fd4) each having a bandwidth of 28 MHz are assigned to the outgoing channel, 16 frequencies (fu1, fu2, fu3, fu4, fu5, fu6,..., fu14, fu15, fu16) each having a bandwidth of 10 MHz are assigned to the incoming channel, and a 4-sector 4-frequency frequency assignment arrangement is given to the outgoing channel and a 4-sector 16-frequency frequency assignment arrangement is given to the incoming channel according to the assignment above.
