PROBLEM TO BE SOLVED: To solve a problem that when a image pick-up devices with wavelength band having different characteristics are used to enhance target detection under a complex background, capacity difference is produced by the kind of the background and a meteorological condition, and as a result, target detecting distance is shortened. SOLUTION: The kind of the background is determined on the basis of image information of a visible image pick-up device, the image pick-up device of the wave band having different characteristics corresponding to the kind of the background is selected, an image pick-up range is shared, a target is detected, and by converting a visibility angle of the image pick-up device according to the meteorological condition, a target finding time is shorted, and the target detecting distance is extended.
