PROBLEM TO BE SOLVED: To provide an image controller and a data output method that can maximally enhance the capability of the hardware and prevent image quality deterioration even when electronic zooming is applied to recorded data without modifying the form of the data. SOLUTION: In the image controller 10, a memory control section 16 controls at least an image memory 14, a bus arbitration section 18, a display sequencer 20, and a timing adjustment section 12 and the image memory 14 stores image data. In the case of writing the image data to the timing adjustment section 12, the display sequencer 20 uses conditions on the basis of combinations of luminance data and chrominance data in the read image data to adjust the sequence of sampling, the bus arbitration section 18 takes precedence of an access to the image memory section, especially refresh processing over other processing, arbitrates access requests for the remaining accessible time and supplies the image data to a buffer memory section 12b of the bus arbitration section 18 and is compatible with external control under the control of the memory control section 16. On the other hand, the image data having already been written are subject to processing of timing adjustment and output in compliance with a prescribed standard and then the image quality deterioration can be prevented.
