PROBLEM TO BE SOLVED: To provide an exchange operation system and an operating terminal, with which the operating terminal performs the maintenance work of an exchange through an aggregating device when the aggregating device is normal but the maintenance work of the exchange is performed without interposing the aggregating device in the case of a fault in the aggregating device. SOLUTION: An operating terminal 30 is provided with both an operation protocol converting part 32 and an exchange protocol converting part 42. When an aggregating device 20 is normal, the operating terminal 30 selects the operation protocol converting part 32 and performs the maintenance work of an exchange 10 through the aggregating device 20. In the case of a fault in the aggregating device 20, the operating terminal 30 selects the exchange protocol converting part 42 and performs the maintenance work of the exchange directly without interposing the aggregating device 20.
