PROBLEM TO BE SOLVED: To improve convenience of a user by avoiding such a situation as various apparatus are disabled abruptly. SOLUTION: The controller 5 comprises a first means 51 for reading the number of operating times R of a circuit 3 for preventing an overcurrent from flowing through a connected load 4 and making a decision that the load 4 has deteriorated when the number of operating times R exceeds a predetermined number of times R0, a second means 52 for reading the operating time R of the overcurrent preventing circuit 3 and making a decision that the load 4 has deteriorated when the operating time T exceeds a predetermined time T0, and means 53 for commanding replacement of the load when a decision is made that the load 4 has deteriorated by any one of the first or second decision means 51, 52.
