PROBLEM TO BE SOLVED: To encode a plurality of types of analog images with a single encoder. SOLUTION: This processor is provided with a periphery monitoring CCD 1, a vehicle interior photographing CCD 2 and an analog television(ATV) tuner 3. An MPEG encoder 14 encodes and outputs the analog images. Monitored images from the CCDs 1 and 2 are encoded all the time, and when a broadcasted image from the tuner 3 is inputted, the encoder 14 thins out the broadcasted image, encodes only the even frames and encodes the monitored images in periods corresponding to odd frames.
