PROBLEM TO BE SOLVED: To provide a separator for a secondary battery that has strength practically enough to form an electrode body by winding, as well as improved capacity for holding alkaline electrolyte, and good permeability of the oxygen gas generated from the positive electrode during charging. SOLUTION: A polyolefinic unwoven fabric F that has a fiber diameter of 10-20μm, apparent amount 10-100 g/m2, thickness of 50-500μm, air permeability by frazzling of 1-600 cc/cm2/sec, and tensile strength of 1-10 kg/2 cm is placed between opposite electrodes 2 and 3 in sulfur oxide gas at atmospheric pressure. A pulse voltage is applied between the electrodes 2 and 3 to generate atmospheric electric discharge plasma, by means of which the polyolefinic unwoven fabric F is subjected to hydrophilic treatment (sulfide) to enhance the capacity for holding alkaline electrolyte.
