A CRC judgment section (103) performs CRC check of decoded data in transmission units and changes the flag held in a flag holding section (106) from 0 to 1 if any error in the data is detected. An increment/decrement calculating section (105) calculates the increment/decrement of a reference SIR according to the status (0 or 1) of the flag. A reference SIR updating section (107) adds the increment/decrement of the reference SIR to the current reference SIR to determine a new reference SIR. A comparing section (109) compares the magnitude of the SIR of the received signal measured by an SIR measuring section (108) with that of the updated reference SIR. A transmission power control bit generating section (110) generates a transmission power control bit according to the result of the comparison.
