Measurement section (14) in each encoding-decoding section (1), calculates signal and noise levels of signal received from antenna (6). A calculator (3) calculates the sum of outputs of each section (14). SNR calculator (15) in each section (1), calculates signal-to-noise ratio of received signal, based on the output of calculator (3). Calculator (16) in each section (1), calculates transmission signal level control information, based on the output of corresponding calculator (15).
