PROBLEM TO BE SOLVED: To provide a pivot device that can have high strength and wastes no molding resins, and a method of manufacturing for the pivot device. SOLUTION: A pivot device 1 comprises a pressed flat portion 1a3 formed when a pipe body 1a with a hollow portion 1a1 is pressed flat, pressed projections formed along the sides of the pressed flat portion 1a3, a cylindrical projections 1a4 cylindrically projected from the pressed flat portion 1a3, and a pivot holder 1b formed with a pivot shaft bore 1b2 corresponding to the cylindrical projection 1a4 and outsert-molded on the cylindrical projection 1a4, pressed flat portion 1a3, pressed projections and pipe body 1a.
