PROBLEM TO BE SOLVED: To provide a surface sheet which is easy to manufacture, displays a stable antibacterial effect, and is suitable as an industrial product, and to provide a toilet device equipped with the surface sheet. SOLUTION: This surface sheet is equipped with a base material, a first film layer which is formed on the base material and has an antibacterial property, and a second film layer which is formed on the first film layer and has rigidity and an unevenness being patterned.
