PROBLEM TO BE SOLVED: To provide a hot rolled martensitic stainless steel plate excellent in weldability and workability as well as in corrosion resistance and suitable for use as a steel for civil engineering and building construction. SOLUTION: The steel plate has a chemical composition containing, by mass, 10-15% Cr and also containing <=0.012% C and <=0.02% N under the condition of C+N=0.005 to 0.03% and C/N<0.6 and has a structure in which one or more kinds among carbides, nitrides and carbonitrides of <=0.3μm average diameter are dispersed at >=0.5×106 piece/mm2 density. Moreover, it is preferable that, in the above composition, the value of Y defined by Y=Cr+Mo+1.5Si+0.5Nb+8Al-Ni-0.5Mn-30N-0.5Cu is regulated to <=10.7. Further, Ni, either or both of Cu and Mo, either or both of Ti and B, or either or both of Nb and V can be incorporated.
