PROBLEM TO BE SOLVED: To provide a zero-gap electrolytic cell in which the mechanical wear or damage of a cation-exchange membrane is prevented and which is operated at a low electrolyzing voltage over a long period. SOLUTION: Semispherical bodies of 5-50μm are spread all over the surface of a cathode in the zero-gap electrolytic cell, and the activating cathode having 1-10μm arithmetic surface roughness Ra according to JIS B-0601 is appropriately used.
