PROBLEM TO BE SOLVED: To effectively prevent the increase of the water content of stored materials in an outdoor storage yard. SOLUTION: A perforated pipe 3 is placed in a catchment and drainage ditch 2 provided under a ground surface 1a of an outdoor storage yard 1. A permeable material 4 is filled around the perforated pipe 3. At least a flow passage in the perforated pipe 3 including the upstream end of the perforated pipe 3 is provided with an opening 5 where an interior of the perforated pipe 3 and the permeable material 4 are washed. A pump 8 is connected to the perforated pipe 3 for generating a suction pressure in the perforated pipe 3 which is a negative pressure greater than a pressure at which a capillary phenomenon is caused. Even if water permeates stored materials with rainfall or water sprinkling, the permeated water is effectively absorbed in the perforated pipe in the catchment and drainage ditch to reduce the quantity of heat required for drying in usage. If the suction pressure in the perforated pipe is intermittently generated which is a negative pressure greater than a pressure at which a capillary phenomenon is caused, water is more effectively sucked in the perforated pipe. If the opening is provided in the flow passage in the perforated pipe, semipermanent service is provided.
