PROBLEM TO BE SOLVED: To provide a footing structure of a building and a construction method, capable of being disassembled, moved and reconstructed, targeting a large-sized building structure. SOLUTION: A footing block 10 is formed buy accumulating accumulation units 30 on footing units 20, and the footing blocks 10 are connected to each other with reinforcing bars 60 via a mediation member (a resin plate 40 or a resin block 50) equipped with fracture readiness.
