PROBLEM TO BE SOLVED: To provide a device for surface-polishing a neutral conductor by which the conductor is efficiently and sufficiently surface-polished irrespective of its shape. SOLUTION: The conveying equipment 1, while travelling above an electrolytic cell 30, dips an electrode plate M in the cell 30, recovers it and suspends and fixes the device for surface-polishing a neutral conductor 10, which device supplies a current to the plate M. This device is provided with a lifting mechanism 50 suspended from the conveyor 1 and fixed, a horizontal displacement mechanism 60 fixed to the lower end of the lifting mechanism 50 and reciprocating the conductor in the horizontal direction and a polishing mechanism 40 fixed to the end of the horizontal displacement mechanism 60 and surface- polishing the conductor 10 by a rotary brush 41 with the shaft rotated in the vertical direction.
