PROBLEM TO BE SOLVED: To provide a structural material for a concrete block lessening the assembling of reinforcing bars at a job site, and excellent in workability. SOLUTION: A pillar part 2 is divided in the circumferential direction to form the substantially equal division structural material 5 as the length of the pillar part 2. The main reinforcement 15 of the length direction and the tie hoop 16 of the circumferential direction are buried in the division structural material 5. The division structural material 5 is assembled to fill the with concrete 43, the columnar part 2 of a pier 1 is constructed, and since the structural material 5 is provided with the main reinforcement 15 and the tie hoop 16, it is different from a single form, and itself is the structural material.
