PROBLEM TO BE SOLVED: To provide a solvent recovering device simple in constitution, low in equipment cost and running cost, and still capable of surely recovering a solvent, and to provide a solvent recovering method. SOLUTION: A filter device 1 provided with a heat resistant separation membrane 4 capable of separating the solvent in the matter to be treated and other harmless component by the molecular sieve effect by narrow pores, a cooling device 2 for cooling/flocculating the solvent sent from the filter device 1 and a recovering tank 3 for recovering the solvent flocculated at the cooling device 2 are provided. Activated carbon adsorption devices 11 and 12 capable of sending the solvent by desorbing the solvent after once adsorbing the solvent in the matter to be treated are provided at the upstream side of the filter device 1.
