PROBLEM TO BE SOLVED: To obtain a cleansing cosmetic composition capable of providing satisfactory beautiful appearance and cosmetic property quality to a keratinous material, especially the hair and the scalp. SOLUTION: This keratinous material-cleansing composition contains (i) at least one kind of a cleansing surfactant, (ii) at least one kind of a polyorganosiloxane having <0.1 m2.s-1 viscosity, (iii) at least one kind of a cationic polymer, and (iv) at least one kind of an acrylic terpolymer composed of monomers selected from (a) a monomer selected from a 1-6C alkyl acrylate and a 1-6C alkyl methacrylate, (b) a monomer selected from a heterocyclic vinyl compound containing at least one N or S, and a (meth)acrylamide, and (c) a monomer selected from a urethane produced by the reaction between a monoethylenically unsaturated isocyanate and a nonionic surfactant, a copolymerizable ethylenic surfactant monomer, an alkyleneoxy group-containing allyl ether and a urethane-type nonionic monomer, in a cosmetically acceptable medium.
