PROBLEM TO BE SOLVED: To provide cosmetics capable of being uniformly formulated irrespective of oil-based cosmetics and aqueous ones, excellent in spreadability and capable of imparting a soft and smooth feel. SOLUTION: Organic groups directly combined with a part of silicons in silica-based finely divided particles have lipophilic property, and other elements and a part of silicons (terminals of bonds and particle surfaces) not combined with organic groups have OH groups and therefore hydrophilic property. Thus, the silica-based finely divided particles can be uniformly formulated in any of oil-based cosmetics and aqueous ones. The particles have organic groups directly combined with silicons, and therefore have moderate compressive modulus, are more flexible than those not having organic groups and impart a remarkably soft feeling to cosmetics obtained by formulating the particles themselves.
