PROBLEM TO BE SOLVED: To provide a method for rapidly and accurately determining the proper addition amount of a heavy metal fixing chemical agent capable of certainly preventing the elution of heavy metals from incineration ash in treating incineration ash, which is generated from an incineration equipment for treating exhaust gas with highly reactive slaked lime containing an amine component and/or an alcohol component, by adding the heavy metal fixing chemical agent thereto. SOLUTION: The acid consumption amount of incineration ash is measured and the proper addition amount of a heavy metal fixing chemical agent is determined on the basis of the measured value.
