PROBLEM TO BE SOLVED: To efficiently separate suspended matters such as oil in water by flocculation. SOLUTION: A galvanically corrosive electrode 2 as an anode and a galvanically non-corrosive electrode 3 as a cathode are arranged in a flocculation tank 1, and the closed flocculation tank 1 has a cylindrical main body 10, an upper conical part 11 and a lower conical part 12. The intermediate part of the main body 10 communicates with a treated water buffer tank 14 by the discharge pipe 7 and return pipe 15, and a pump 16 is provided to the return pipe 15. The electrode 2 is galvanically corroded by the passage of electricity to form a metal hydrate, and the suspended matter is flocculated by the flocculating action of the hydrate. A part of the flocculated material is floated up to the upper pat 11 by the buoyancy of the hydrogen gas generated by electrolysis and retained, and the remaining flocculated material is settled by gravity. The treated water is delivered by the pump 16 to the flocculation tank 1 from the buffer tank 14 to discharge the flocculated material 20 at the upper part 11, and the flocculated material 20 at the lower part 12 is discharged by opening a stop valve V1.
