PROBLEM TO BE SOLVED: To simplify a structure and reduce cost, in a winding device that winds web material 1 on a winding core, contacts a winding roll 6 with a touch roller 5, and causes a contact pressure between the winding roll and the touch roller. SOLUTION: A winding arm 8 is trailed from a fulcrum 9 and swings around the fulcrum, a winding core support mechanism 7 is provided at the lower end of the winding arm, the winding core is supported on the winding core support mechanism, a driving mechanism acts to the winding arm with increase of a winding diameter of the winding roll, and the winding arm swings in the direction separating from the touch roller to allow the winding diameter of the winding roll to increase.
