PURPOSE: A heat-shrinkable polyester film having excellent flame retardancy and heat shrinkage as well as heat resistance, insulating property, chemical resistance, mechanical characteristics and printing characteristics is provided, which can be widely used for electrical insulation, electric cables wrapping or the like. CONSTITUTION: This film contains as a repeating unit of an acid compartment, 5 to 25 mole of a phosphorous compound unit of formula 1 and the remaining aromatic dicarboxylic acid and as a repeating unit of a diol component, 10 to 30 mole of a trimethylene glycol unit, 5 to 20 mole of a 2,2-dimethyl(-1,3-propane)diol unit and the remaining ethylene glycol based on the total diol component. In the formula, R1 is C1-10 saturated alkylene or arylene, and R2 is C1-5 alkyl or aryl. The aromatic dicarboxylic acid is one or more selected from the group consisting of dimethylterephthalic acid, terephthalic acid, dimethylisophthalic acid and isophthalic acid.
