PROBLEM TO BE SOLVED: To provide a method for efficiently producing a low water-content polyorganosiloxane latex and a production apparatus suitable for the method. SOLUTION: A material comprising at least an organosiloxane, water, a surfactant and a polymerization initiator and having 1-66 mass parts of water content based on 100 mass parts of the organosiloxane is emulsified by using an emulsifying and dispersing machine to give an emulsion, which is polymerized in a tubular polymerization reactor 4 having the ratio of tube length to inner diameter of the tube of the tubular polymerization reactor of 5-20. The polymerization of the organosiloxane is readily advanced, the organosiloxane is effectively made into the polyorganosiloxane and the polyorganosiloxane having weight- average diameter controlled to <0.4μm free from floatage of the organosiloxane can be produced in high efficiency.
