PROBLEM TO BE SOLVED: To obtain an emulsion for a sunlight-resistant composition having stability with time and water resistance (stability to water). SOLUTION: This water-in-oil type emulsion for a cosmetic or the skin comprises at least one aqueous phase, at least one fat phase, at least one kind of light protection system containing at least one kind of an emulsion-insoluble organic UV screening agent in a pulverized state changeable in a range of 0.01-2μm average particle diameter, capable of screening UV light rays, at least one kind of unscreening organo modified silicone containing an oxyalkylenated group. The insoluble organic UV screening agent is different from a specific compound.
