PROBLEM TO BE SOLVED: To obtain a surface treating composition capable of imparting excellent corrosion resistance equal to or more than that by chromate treatment and phosphate treatment to a metallic sheet and also capable of obtaining a surface treated metallic sheet good in the adhesion of a coating material. SOLUTION: This metallic surface treating composition contains (A) a hydrazine derivative, (B) phosphate and (C) acid capable of etching a metallic surface, and, in the surface treating method for metal, the metallic surface treating composition is applied in such a manner that dry film weight is controlled to 0.05 to 3.0 g/m2, and drying is executed.
