PROBLEM TO BE SOLVED: To change a tool for a new one during machining on a workpiece and permit machining of the workpiece during a tool change. SOLUTION: This tool changer includes a tool holder 2 disposed in a position different from a workpiece machining position K and having at least one pair of holder arms 23 and 24 for individually removably holding the tools 6 and a rotating mechanism 21 for rotating the holder arms 23 and 24, a tool pallet 3 freely removably holding the plurality of tools and disposed in a position adjacent to the tool holder 2, a tool conveying member 4 having a tool hand 45 for gripping the tool 6 and moving the tool hand 45 between the tool holder 2 and the tool pallet 3 to transfer the tool 6 between the tool holder 2 and the tool pallet 3, and a tool shaft 1 machining the workpiece in the machining position K while removably holding the tool 6, and moving between the machining position K and the tool holder 2.
