PROBLEM TO BE SOLVED: To provide the variable valve system of an internal combustion engine, capable of changing the opening/closing timing of an intake valve and/or exhaust valve, through the use of oil pressure and preventing deterioration in the engine starting characteristics, the rate of fuel consumption, and drop in the output of the engine. SOLUTION: This variable valve system of internal combustion engine is equipped with changeable acting angle for a cam shaft and its rotation phase relative to a crankshaft, where the acting angle of the cam shaft minimizes and its rotation phase is most retarded, when a sufficient driving force for the valve device is not obtained, and the minimum acting angle of the cam shaft is arranged, so that the closing timing of the intake valve lies near the lower dead point of the suction stroke.
