PROBLEM TO BE SOLVED: To provide a soil-cement diaphragm wall method, by which adhesion to an agitating blade of excavated materials, particularly clay excavated materials when soil and sand or the like are mixed with a cement hardening liquid at the place of construction, fluidity of soil and sand at the place of mixing is improved and uniform soil cement is manufactured. SOLUTION: A compounding agent, in which inorganic powder (excepting a sulfate) is compounded with a powdered water-soluble high molecules at a ratio of 50-500 pts.wt. inorganic powder to the 100 pts.wt. high molecules is added to cement milk mainly composed of a hydraulic powder, a clay mineral and water, a dispersing agent is further added and mixed and a cement hardening liquid is manufactured, and the cement-hardening liquid is mixed with sand and/or soil at the place of the formation of a soil-cement wall body in the soil-cement diaphragm wall method.
