PROBLEM TO BE SOLVED: To perform water-jetting fire-extinguishing activities from the ground even in the case of a mountain fire, a skyscraper fire or a fire under a traffic obstructed state due to an earthquake wherein fire-extinguishing activities cannot be performed by a fire-fighting vehicle. SOLUTION: A small amount of gunpowder which explodes by a radio control and water are contained in a container. The container is packed in a magazine, and is fitted in a turret, and is rotated at a high speed. Thus, a high pressure gas is injected and jetted, and the gunpowder is exploded to break the container on a target place, and the water is sprinkled.
