PROBLEM TO BE SOLVED: To code an image without causing a large change in the image quality against rapid increase in difficulty in coding by setting an object generating bit number in the case of coding of a current picture so that a difference between an object generating bit number and a reference generating bit number is in correlation with a difference between an index denoting difficulty and a reference value. SOLUTION: An input image is delayed by one picture and given to a basic coding processing section 3 as a delay for a 1-frame delay processing section 2 to conduct processing in a motion detection section 5 and a coding difficulty calculation processing section 4. The processing section 3 applies basic coding processing to the image with a quantization width according to a quantization parameter from a rate control section 6 to generate a bit stream in compliance with the MPEG standards. The control section 6 decides a quantization parameter q- scale based on the generated bit number of the bit stream from the processing section 3, a 'Complexity' from a processing section 4 and an object bit rate number so as to decide a quantization width of the coding by the processing section 3. |
