PURPOSE: A method for water-soluble coating agent which controls generation of moss to prevent growth lowness of cultivating fish by reducing dissolved oxygen in nursery. CONSTITUTION: The water-soluble coating agent is manufactured by synthesizing SCI-62 as fungicide or insecticide, chitosan oligosaccharide, water-soluble acryl emulsion with strong water-resistance and fire-resistant as main material.
