PURPOSE: A moving picture processing device is provided to reduce an area of decoding chip using an adaptive digital filter, correspond to encoded bit stream realized by various algorithms, restore the existing encoded content as it is, and to simplify various processes required for the restoration. CONSTITUTION: A moving picture processing device includes a DCT part(21) for converting original picture with frequency area to remove low frequency, a quantizing part(22) for reducing data amount by quantizing the converted picture into quantizing vector, an adaptive digital filter part(23) for varying original picture coefficient to be equal to a desired value according to an input value, a comparing part(24) for comparing the value from the quantizing part with the coefficient value from the adaptive digital filter part and transmitting an error value to the adaptive digital filter part if there is an error between the two values and outputting the coefficient value if the two values are identical to each other, an inverter part(25) for inverting and outputting the coefficient value identical with the value of the quantizing part, a zigzag scan processing part for converting two-dimensional data into one-dimensional stream, a variable encoding part for compressing the one-dimensional data, a variable decoding part for converting the compressed data into one-dimensional data, an inverse zigzag scan processing part for converting the variably decoded data into two-dimensional data, and a picture outputting part for receiving the two-dimensional data from the inverse zigzag scan processing part and coefficient value inverted by the inverter and outputting decoded picture through the adaptive digital filter part.
